We've a request to have both the current Server Express Cobol Runtime version 2.2 as well as 4.4 be available. I am about to go to HP/MF support but decided to post this enquiry -- in case someone in this esteemed forum might have encountered the same scenario already...

Yes you can. Following is an email from Microfocus on this subject.
Subject: Support Incident 2125336 - Two version of MicroFocus Cobol on
single HP-UX serve
Hello Anju,
For testing purposes, we allow you to run 2 different versions of Server Express on the same machine for up to 90 days. After that, if you wish to continue to use both versions, you would have to purchase additional licenses.
On the technical side, it is pretty simple. Install the new version in a completely separate directory and upgrade (overlay) the existing license manger. The new license manager will be able to serve both the new and older version of Server Express. There is no version information in the license itself, so you will be able to use th existing license for both copies.
