Do I need a 2022 rock license to upgrade to 2022 while using windows 2019?

Is it correct that the downgrade is supported on the downgrade kits and replacement recovery media requests portal site, but the upgrade is not supported? I wonder if I need to buy the license separately. Thank you.

After purchasing the Windows 2022 OEM license when purchasing the server, I received a new WINDOWS 2019 media and license using 2022 COA through the hpe downgrade site due to compatibility issues with the software. In this case, is the existing 2022 license not available?
