The speed of processor is being limited by system firmware - DL380 G7

I thought this was a driver issue but looks properly its a firmware issue. I get this messaage in even viewer

 

The speed of processor is being limited by system firmware
 
Any idea what I need to change in BIOS to resolve? I'm on the latest firmware and I'm trying to run server 2019

I don't get the same issue on Server 2016 so it must be 2019 related. I'll use 2016 for now

I am also experencing this with a DL360 G7 and a fresh 2019 install. I have updated the ilo using the auto update built into the most recent bootable SPP i could find.

We're getting the same events in the Event Log:
The speed of processor XXX in group 0 is being limited by system firmware. The processor has been in this reduced performance state for 86400 seconds since the last report.
The server is DL380 G7 with 2x quad core Xeon CPUs.
We're getting 8 messages every day, one for each core.
It's a fresh Windows Server 2019 Core install. The server and OS are fully updated.
Task manager reports a constant 0% usage and 0.18 GHz speed, however we haven't seen any signs of slow CPU performance or had any unexpected reboots.

Has anyone found a solution to this?
