what SPP can my customer use when updating a ML350Gen9 running on WIN Server 2008R2?

For Gen9 and Gen10 servers, the latest available SPP is 2018.11 : https://support.hpe.com/hpsc/swd/public/detail?swItemId=MTX_960bc21d044f4f45b96542b001#tab3

I don't remember exactly, but I guess SPP2017.07 was the last version with 2008 drivers included.

For firmware updates you should use the latest SPP.
