behavior of LAN to unregistered protocol typee

The IP failSAFE message can use a number of protocol numbers which are DEC and IP unassigned or diagnostic numbers. These numbers are 0x6000, 0x6005, 0x6009 or 0x8001. How does the LAN behave with these packets? Will these be simply dropped ,forwarded to all the applications or passed on to a SHARED user? If the shared user is used then how does the shared user pass on the packet ?

if chapter 9 of the OpenVMS I/O User's Reference Manual does not answer your questions, you may need to talk to HP.

Are these unicast, multicast or broadcast messages ?

I would assume the LAN driver to just drop packets, for which no 'port' has been opened. Check the 'Unrec indiv/mcast dest PDUs counters' with SDA> SHOW LAN/COUNTER
