Two ES40's of similar configuration, one boots from Rom other only boots from Floppy

I have two ES40's of similar configuration. I think I have updated the ROM's correctly, but one will only boot from the floppy. The other doesn't require a floppy for the console prompt to appear.

I have enclosed their boot sequences.

How can I configure the floppy booter to boot from ROM?

Here is the sequence on the system that requires no Floppy:

SROM V2.0 CPU # 00 @  0500  MHz

SROM program starting

Reloading SROM

 

SROM V2.22-G CPU # 00 @  0500  MHz

I am wondering if maybe my jumpers are set incorrectly on the system board:

Changing the Jumpers allowed the system to boot properly.
