OpenVMS does not have a native UNZIP command.
There are ZIP and UNZIP donload links on the OpenVMS Open Source Tools page:

As one of my better professors once said, "The only stupid questions are the ones not asked." Reasonably asked questions are never inappropriate.
That said, it is definitely a good idea to visit the OpenVMS FAQ. OpenVMS.org, a www site focused on the OpenVMS community, has pointers to several FAQs and related resources at http://www.openvms.org/pages.php?page=FAQs_Howto
