OSSC install issues

I'm trying to do an install of the OSSC collection on 5.1B-3

I have CD P/N AG-RHAYF-BS titled
open source software collection for
hp Tru64 UNIX(r)

When I run /mnt/SETUP/RPM-init.ksh

i get the following

Installing packages...
error: failed dependencies:
/bin/sh is needed by texinfo-4.0-4
/bin/sh is needed by texinfo-4.0-4
libc.so.osf.1 is needed by texinfo-4.0-4
libcurses.so.xpg4 is needed by texinfo-4.0-4

do i have to find an older version CD to start with, then upgrade to this one ?
