Tru64 Unix EVM Event priority defination

The priority defination ranges from 0 to 700 and the severity is from None, Debug to Emergency. Can someone told me the rules of priority defination, in another words, what type of events is defined as high priority and what type of event is defined as low priority. Are there any relationship with the class code defination in binary.errlog?
