error out: two many users login,try again!

Looks like the licenses were not updated. Trying the same after updating the license PAKs (Product Authentication Keys).

Usually this happens when you have more CPU's and less OSF-USR licences in terms of Units.
Find out how many CPU's you have and how many units in all the OSF-USR licenses that you have. I think for each CPU you have to have 50 units.

Also if you searched the forums before asking the questions, it would be helpful as you can find answers without posting a question.

Hi,

Sounds like you've crossed a kernel parameter. If so, you can also not use telnet towards it's own machine.
Check if you've more than 255 users logged on. If so, then check the kernel_parameters at the console.
