Reinstall Windows 10

My EliteDesk 800 G1 TWR has been acting up and will not reset! I'm now trying to reinstall Windows from a USB flashdrive. However, after installing the ICO on the flashdrive, I need to adjust the BIOS so that the 800 boots from the flash drive.

I enter the BIOS via F10 but thw flashdrive is not listed. What do I do?
