Creating and populating a HP system utilities partition with the Win32 Scripting toolkit

I was wondering if anyone knew of a method of creating and populating a HP system utilities partition with the Win32 Scripting Toolkit and WinPE 2004. I'm currently trying to convert our DOS based Windows Server 2003 AutoBuild to WinPE and I need to be able to support older servers.
