IPCONFIG in WinPE

Using IPCONFIG that is embedded in the WinPE image...
IPCONFIG /release
IPCONFIG /release *
IPCONFIG /renew
IPCONFIG /renew *
... all work for all the active NICs. However when you try to specify a specific adapter, it fails. E.g.
IPCONFIG /release
generates the error message, "The operation failed as no adapter is in the state permissible for this operation."

Anyone know why?
