Cannot detect x4 or x8 PCI Express devices in ML350/370 G4

I have updated the ML350 G4 and ML370 G4 servers to the latest BIOS and they both fail to initialize a x4 Promise SuperTrak EX8350 RAID controller (based on Intel IOP333), Areka x8 PCI Express RAID controller (based on Intel IOP332), or an Alacritech x4 PCI Express to 4 port iSCSI HBA.

ML350 G4 BIOS = 4.07 D17
ML370 G4 BIOS = 4.05 P50
