Clock Slow

I have a Compaq Proliant ML370, now running Windows2000 Server. It is the PDC on the network. For some reason the clock always runs slow, our firewall is preventing that machine from syncing to a outside source. Can someone tell me why the clock should loose so much time (about 45 minutues a day)????
