CPU Usage at 100%

CPU Usage at 100%

I have noticed that the CPU usage goes to 100% when the control panel is opened. Using the task Manager I determined that the explorer.exe is taking 98% of CPU resources. This does not happen on other similar servers. When the CP is closed, usage is restored to normal. No applications are opened at the time. All opened PIDs are running at 0%

Any ideas?
