Gen 10 server gets DHCP offer with URL for HTTP boot but never actually attempts HTTP boot
I got one data center where I got HTTP boot to work to install Red Hat and CentOS 7 via netboot HTTP.
But in my other data center the two servers I am trying to do the same they will not actually attempt any HTTP connection. Tcpdump shows the offer (same as in the other data center):

But it then never attempts to talk to the HTTP server, nothing shows up in tcpdump until it attempts to switch to PXE.
Any idea how to debug this? The UEFI shell only ends up with:

No offers received matching the 'UEFI HTTP Boot Policy'

Also could you confirm if the Servers which are working as expected are Gen10 Servers or previous versions?
(It should be UEFI Boot Mode only to support HTTP Boot)
If possible try to install / use different image to isolate if its Installation file issue or the Network issue.
