I replaced an SSD and after restarting the Windows Server 2016 server I can't follow the RAID 1 reconstruction... when accessing the ILO the status doesn't appear, in addition the orange LED is flashing on the front of the HP ML350 Gen10 server.

Please install HPE Smart Storage Administrator (HPE SSA) for Windows for 64bit. you can able to track rebuilding status/ RAID configuration & status/ HDD status from here.
