Power supplies are heating

A customer bought 2 servers DL 380 G5.
The application is not ready so they put the servers in the rack,
applied the power but they turn on the servers from time to time
to take some tests.
After 2 hours the servers are not turn on , the power supplies are heating!
The servers are identical and are heating identical!
Seams to be a conceptual problem.
In the same conditions the power supplies fans of the IBM servers are working
and this problem don't appear.
Please ,some one tell me what can I do to solve the problem?

We have 380 G5 servers too and there were faulty power supplies in some servers (know issue with HP). Contact HP and replace power supplies.
