Problem installing PSP 8.11 on the Russian Windows 2003

Problem at installing PSP 8.11 on Windows 2003 Standart Edition R2 SP2 Russian Brandet (PN :459308-251)
Installation from CD SmartStart 8.10, after installing the PSP is not set, and no error messages.
Another Russian distribution -same. With US - all fine.
Windows 2003 with Russian assistance SmartStart 7.91 - ok, but upgrade to v 8.11, the same sheet.

HP Smart Update Manager Faild Dependencies:

Installation for "HP Insight Management Agents for Windows Server 2003/2008"
requires one or more of the following that is not currently installed or in the install set:
-snmp Service.

SNMP(WMI) instaled and run.

Who are you experienced, knows how to solve?

install SNMP service - Add/remove windows component - Management monitoring Tools - Simple Network Management Protocol

SNMP(WMI) service installed and run.
More "HP Insight Management Agents v7.91.0.0 work fine, but when update to v8.11 or v8.15 same error
