"Windows cannot find the Microsoft Software License Terms.." Intelegent Proviosoning ML110 Gen9
"Windows cannot find the Microsoft Software License Terms. Make sure the installation sources are valid and restart the installation" while I install windows server 2016 on HPE Proliant ML110 Gen9 with Intelligent Provisioning
Media sources from DVD burner, I download the ISO windows server 2016 from microsoft website trial 180 days
The DVD work in any laptop through UEFI, but not work on HPE Proliant ML110 Gen9 Intelligent Provisioning if I install through UEFI HPE hdd cannot recognized

I'm getting the same error. I just opened a case with HPE support. Good to see this post, I also attached a URL to this post. I'll post the solution once I find one:-)

In step 2 select Manual (provides critical boot drivers for manual installation)

getting eaxclty same issue on physical server install of Server 2016 eval, via Intel Prov.

I suspect it's an issue with IP.

I called in for assistance. We changed boot order to boot from ISO, but had drivers from here:

Issue was once the iso would actually read (you can't do assisted install or it will fail) it would not read the drives. Having this driver allowed it to see the drives and install on them. Hope this helps!
I would highly recommend calling in though if you are stuck, they helped me in record time.

I faced the same issue on a HPE ProLiant ML30 Gen10 Server

Using ixplorer login to the ILO
Open remote control using .net
Select boot from virtual CD-ROM (need to add ISO file in the ILO Console)
If you don't see your drives, download the latest drivers for your raid controller and load them into the windows install.
This worked for me.

I had similar issue, i was able to get around it using the rapid install
When the ISO was copied to the system, I could remove the USB, my licensing issue went away, I literally jumped out of my chair happy when I saw that beautiful check box

I have had a similar issue with my two HPE Proliant DL360 Gen10 servers.
The only way around it, despite trying everything provided by the HP Support websites, and loading multiple driver updates and firmware updates (which also didn't run as expected) was to switch to One-time Legacy Boot Mode, then both the Service Pack USB and the Win2012R2 bootable USB worked fine.
Attempting a UEFI boot for any HPE or Windows USB install media is just a waste of your time, energy, and sanity.
Note: The Smart Update Utility also requires to be run under One-time Legacy Boot, or it fails, and must be run in non-automatic mode, or it fails at the system reboot stage.

I have the same problem.
HP DL 360 GEN 10 > Windows 2016 (ISO EVAL and next "standard" and activation)
I try to upgrade de firmwares : > 2.14 / Feb 1 2020 . ...OK
I try "intelligent Provisionning" F9, using a ISO file on my computer (ILO / Virtual Drives > "Image File CD/DVD-ROM" )
And at the end, the same error problem about the Microsoft Licence ...
What happen ?!
Next, I try to ERASE the last Operating System (it's very very very long !!? more than 1 hour)

Click on OK on the error message.
Behind, you find a CMD window.
got to E:\ and find SETUP.exe (on ISO file or CD/DVD_ROM)
and then, you can continue the W2K16 installation setup.
But Befoire all the FIRMWARE UPDATES must be done through ILO connection before (more than 10 Go to be download on HPE Support side)

@CERKYR - This worked for me after reading through several post about this being a VM issue. Which was not helpful since I am not installig a VM machine I got lucky and change the drive letter to c: drive to find the setup.exe file and windows finisned installing.

Thanks, running setup.exe from the command line window worked for me, too.
Was trying to install Windows Server 2025 Standard Core Eval via HPE Intelligent Provisioning (Rapid Setup).
Found the setup.exe in the tmp.hpe subdirectory, either on drive c:\ or x:\ (not sure anymore).
