SCSI Boot Failure

I pulled the old hard drives out of my Proliant and put in a new Compaq 4 Gb SCSI Wide Ultra drive. The BIOS loads and recognizes the drive, it spins up then it just waits with a cursor. If I boot with a Win 9x boot disk, I can get to DOS and then switch to the C:/ drive (the SCSI drive). What could be the problem?
