Very Slow performance when a client tries to get a file or tries to view the content of a folder in

We have a Proliant 2500 configured as a files server.
The Software Configuration and Hardware configuration of this server is :

Hardware : Dual Pentium Pro 256 Kb , 276 MB of Ram , Smart 221 Controller , Two Hd 18 GB configured as Mirroring , Controller Ethernet 100 Mb Full Duplex.

Software : Windows NT40 , SP6a , SSD 4.90.
Bios Version 12/01/1999.
Primary and Secondary wins configured.
No gateway configured.
No dns configured.

Our problem is a Very Very Very Slow performance when a client tries to get a file or tries to view the content of a folder in the server.
We have this problem randomly during the day.
We have monitored the Network and the server when there is the problem and all seemed ok , normal traffic in the network (50 up to 1000 Kb for second) and normal loading of cpus (0% up to 2%).
Often we have this problem in a folder where are installed the executables of our managerial program.
The folder is write protected and all users have this rights : RX.
The clients often receive this message : Access denied to .ico.
It seems that the icons files associated with the executables are locked.
When there is the problem , if a client tries to see the content of this folder all files are displayed but only some executable are displayed with the correct icon , the others are displayed with the Windows standard icon.
This is a big problem for us because when this problem occurs the performances of our managerial program are very very very very slow and the absurdity is that the servers (files server , db server , wins server , ecc ecc ecc) and the network are not working !!!!!!!!!!!!!!!!!!!!!!!!!!!!!! , all seems ok.
All clients are Win98 SE with Office 97 Second Edition and Mcafee as antivirus.
Can someone help us ?

Seems to my this problem is not hardware related.
Other shares, like user home folder etc. can be accesed in a normal (performance) way?

In my opninion this has to do with conflicting rights on the folder / group membership.

Look at;

- Share permissions
(I always set;
'authenticated users' (and/or 'domains users') Change rights
Administrators "full control"
- Folder security rights.

You can try to reset all rights and then give rights according use.

Also look at licensing, often forgotten but highly important

In my opinion this has to do with conflicting rights on the folder / group membership.

But you should check all hardware;
- The nic driver ( latest version etc.)
- Cables (Important )
- Hubs, routers etc.

Look at;

- Share permissions
(I always set;
authenticated users' (and/or domains users') Change rights
Administrators "full control"
- Folder security rights.

You can try to reset all rights and then give rights according use.

Next;
Is this the PDC? Is the domain / machine name altered? Or maybe domain membership?

What is in the event viewer, any network related errors messages?

Do the domain controllers have good communication?
Are they on the same subnet?

If this is a member server (think not since WINS server ;-))
Review settings as mentioned above.

Multiple NIC 's;
- Check all settings (review again !)
- assigned IP adresses..

Also take a look at the wins configuration.
Are there 2 wins servers installed on the same machine?
There 's no need for that, the second wins erver is used for replication. You can 't do so on one and the same server...

At last
Also look at licensing, often forgotten but highly important!

BTW; The incorrect display of the icons has to do with the permance, if you would press teh F5 key a few times, you 'll see more and more correctly displayed icons.

I have changed my file server with a new file server with same name and Ip address. The problem is not resolved.
At this point I think that this is not an hardware problem because I have checked all :
NEW network cables , NEW Hubs , NEW Server and I have installed last drivers (Smart Start 4.90).

Answers related to message posted by PIETJEBELL :

- The server is a Backup Domain Controller.
- On the server there is installed only one WINS Server.
- This is not a member server.
- There is only one Nic Installed.
- Licensing is OK.
- There are not errors in the event viewer related to the Network Driver or Nic.
- YES , Other shares folders can be accessed in a normal way.
- The domain controllers (Five) are in the same sublet and on the same SWITCH. I think that they have good communication.

We have several "Public" computers. Users use the same NT USER to access to the Network on these computes. Could be a problem ? The "Public" computers are about fifteen.
