document version control

Firstly, pardon me to post this here but I am not sure where else could I post this thread. I have a file server running W2K3 and have IIS running on it.
People download and share documents (excel & word) and I want to have a document version control where every time someone downloads a file, the version is recorded or updated either on the site or the document. Can this be done ??? Could someone please advise. Thank you
