						No, the elilo configuration file does not seem to have any facilities for that.
As far as I understand, elilo is just a "plug-in" to the EFI boot system that allows EFI to boot Linux. You can get to the EFI shell even before elilo has a chance to start, so the EFI shell could be easily used to circumvent any password protection of elilo.
You should examine your hardware documentation to see if there is a way to password-protect the entire EFI boot system.
