IIS webserver hanging when installing CPM agents

I was trying to install Power Management Agent v1.8 onto a web server running IS to configure it with a R3000XR UPS. The web server is a Proliant 1600R, TN 4.0, SC 6a. The server already had SNAP service and the Management Agents v4.9 running. During the final stages of installing the agents when the services are stopped and re started, the server hung. The problem was fixed by disconnecting the communications cable (I am using the right cable) from the server. It appears there is a problem with SNAP service not re starting and as a result none of the other agents start. Do you think the problem relates to IIS and the services it installs? Or pehaps the one of the web related agents that may conflict with IIS? Any suggestions would be welcome. Thanks
