Install SIM7 on Remote DB
I'm install sim 7 on a general purpose sql server. Is there a way to specify the specific db user for the remote database, instead of the hard code "sa" user?

On CIM7, the database user and password was stored in a file called database.probs in a config directory under the IM7 software folder. Not sure if it would be the same for HP SIM7. If you edited the file and put the password in plain text
(field=Compaq.database.password), the next time you start up the IM7 service, it will encrypt it for you. If it is the same file and you do make changes, make a copy of the file because it's quite easy to break IM7 so it won't start up any more. If you have a backup, you can just put this back and restart the service. The new user probably needs to have Admin privileges on the database too.
