Mail delivery failures- javax problems

running IM 7 2.3 until recently was getting a basic alerting service via smtp relay.

Now Mail is failing to get through from IM server, looking in event logs I see lots of:

javax.mail.sendfailedexception:554 relay rejected for policy reasons

and:
Could not connect to smtp host **** port 25 nested exception is java.net. connect exception connection refused.


any body have any ideas.
