Problems with Wins registration

Hello,
we install several RILO and all get first an DHCP Address and than an stativ IP.One Board doesn?t get an DHCP Address first.After we configured the IP,Subnetmask,Wins,default gateway we recogniced that the Server doesn?t registered in WINS.
The only difference is that this RILO doesn?t get an DHCP Addressand all the Network settings first.
Some Idea?
