UPS Configuration - Compaq Power Management Software v1.8.1

We have DL380-G2 Primary Domain Controller NT4-SP6a Compaq Insight Manager v5.5 - Agent v5.30 and Compaq Power Management Software 1.8.1 (intergrates with CIM Client). Compaq R3000 XR rack mounted UPS connected via serial lead on COM1.

Clicking on device - Recovery - UPS button we cannot perform SET Operation - error message " Verify that the control community string for the device in Insight Manager matches the devices control community string, and that the agent is configured to enable sets."

We have default "public" read-create defined on the SNMP Properties TAB - with accept SNMP Packets from hosts - 127.0.0.1.
CIM client for the device also shows "public"
Also agent is configured to enable sets.

Anyone know why we cannot perform a SET Operation - we cannot configure the UPS thresholds.
