Web Agent Audit Logging

Does the web agent allow audit logging for users that connect? In addition is there any indication a reboot was done by the Web Agent and who was connected to the web agent, like IP address?

The only thing you can monitor with the OS Management web agents about logon is the SECsvrErrorsLogon parameter which displays the number of failed login attempts on the server. With the Agents alone, there is no way of telling who was connected that rebooted the server (maybe another 3rd party tool).
My advice: disable the web agents or disable remote reboot and buy a RIB/LO board.
