How to setup the following configuration on a PCI NIC with either API or Powershell cmdlet?

Before doing it it is suggested first check if that can be enabled from the actual BIOS setup 
to ensure it could be done 

For Enabling customer can use Enable-HPEBIOSEMbeddedLOMPort cmdlet from BIOS Cmdlets module .
