If I go into ILO for this server and open the remote console terminal services automatically opens. This is the only server in our estate for which this happens. It is a WIN 2003 ProLiant BL20p G3 and runs ILO 1.84.
I am wondering why this is happening and how I prevent it?

You probably have terminal services set to 'auto.'

Solution
David is right.
That system supports iLO. On the Administration Tab, Global Settings menu, the setting "Passthrough Configuration" is probably set to automatic.
If you reconfigure "Passthrough Configuration" to Enabled, then Remote Console will not auto-launch terminal services.
Instead, Remote console can be used, and if you want a terminal services session, you can manually launch the client and use the iLO network address to access the host.
