Can't give non-admin users Suspend or Resume Monitoring?

I'm trying to give access for other SIM console users that are not CMS - Admins access to Suspend or Resume Monitoring of their group servers. It errors out on the second screen > "You are not authorized to access this page". Full Toolbox access or full user access doesn't work, the "Non" admin SIM users need full CMS access for this to work!
