In version 4 I was able to create folders for Custom Collections. For instance I made a folder called Locations and in that folder I made multiple collections that contained the IP ranges for various sites. 5 does not appear to support this, does anyone know of an alternate method of creating folders.
Note: I changed my OS to 2003, so I opted for a new installation. I do not know if this would have been perserved in an upgrade.

Solution
It may not be intuitive, but if you choose [Customize] in the Systems and Events panel and then choose [New] and click the radio button for 'Choose members individually' and not choose any criterira but just click [Save as] you are able to create a named 'Folder' and place it in the hierarchy anywhere you want. You can then create an additional collection and place it inside the 'Folder' you created in the previous step.
