Disappearing "Deploy" menu items

Why do the "deploy" menu items disappear and get replaced with up and down scroll arrows when I hover on the items?  None of the other menus do this, so I get the feeling this is "by design."  What am I doing wrong?

I haven't had this problem. Which version of SIM are you using and which web browser/client?

Turns out it's a browser thing.  IE9 is apparently not fully compatible, even in Compatibility Mode.  The latest version of Firefox doesn't seem to have that problem.
