Event Notifier not starting

I am running 4.2 and everything runs as expected except the event notifier. The service does not start, and I get an error when trying to manually start the service. Any help would be greatly appreciated.

If 'Event Notifier Config' (Start-->All Programs-->HP-->Event Notifier Config) hasn't been completed, the service won't start. Immediately after install and reboot, ENC ran automatically. You probably canceled the config wizard.
