Getting new OA firmware in Repository

Getting new OA firmware in Repository

I want to upgrade our chassis to the 3.31 OA firmware, but my repository only has 3.21.  I have sync set to daily and I've run it manually to verify it does work.  How do we get the latest in the repository?
