Having trouble monitoring ILO/RILO with SIM 5 SP5

We have two SIM infrastructures in two different cities. The problem we are seeing have to do with the ILO and RILO boards on the same subnet that the SIM servers are on (including its own ILO board). The issue is that SIM constantly reports these boards as unreachable then reachable, however the boards never fall off the network. The SIM servers have two NICs each running at 100/full. Anyone have any ideas?
