Paging Tasks conflicting for pager

I have SIM 4.1 installed, and I have multiple paging tasks configured for different people, based on their hours of work. The problem I am having, is that when an event occurs that should page from more than one paging task, there's contention for the pager, and only one task completes successfully. Is there a work around for this, or a better way to configure it?
