Hi Secki,
Did you ever get this resolved? I still have a group of Windows 2003 servers floating around and updated a few of them today to the latest SMH available from HP. I cannot connect to SMH on any them either remotely or when logged into the console of the server and connecting to LOCALHOST. I tried uninstalling and reinstalling - same problem. Will see if a reboot tonight fixes them.
Win2008/2008 R2 also works fine for me.

Connecting To localhost...Could not open connection to the host, on port 2381: Connect failed
Host still on older version:
C:\>telnet localhost 2381
Works...telnet connects on port 2381
Verified services are running...restarted them, etc.
