Unable to read the CMS public key

Folks,
I've started as the new guy in a place that uses Compaq Insight Manager. Apparently they tried to upgrade to the current HP version, and something went wrong. So I've been given the task of trying to straighten it out. And I've narrowed one problem down to an error in a log file where it's saying "Unable to read the CMS public key". I've checked, and there is no hp.keystor file at all nor is there anything at all in the certstor directory. Any ideas?
