Web server does not run after upgrade to SIM 5.0 SP5

Upgraded from 5.0 SP3 to SP5. The upgrade reported a failure, but when I retried, setup reports SP5 already installed. initconfig.log file says " - Cannot initialize HPSIM while it is running", but nothing else that appears useful. The service starts and logs show that SIM is running, processing traps and executing tasks, but no UI. Just the Check Service running on and on.
