What is required for WBEM to work on windows
Are snmp service and hp agents required for monitoring via WBEM to work?
Even if not using SNMP?

SNMP is not need when using WBEM. If they are windows servers install the HP WMI/WBEM Providers and use the CMS to subscribe to indications from the servers.

Just to clarify in detail, if using wbem and not SNMP to monitor I just need the following;
HP Insight Management Agents
HP Insight Management WBEM Providers
Then I use- Program Files\HPWBEM\Tools\enableRWMI.exe -a:domain\simUsr to set permission for non admin user.
The above should get me going.

You do not need the management agents if using WBEM, just the WMI providers
