When I run CRA (configure or repair agents) to some windows servers sometimes is returned "Windows based repair tool (DONE)- FAILED" in the log execution.
What is this "tool"? What is its main functionality?

Solution
What are you trying to do?
The HP Management Agents are installed if you built the server using Smart Start.
If you built it straight from a distro then they may not be there.
The HP Agents monitor the servers physical health and can also monitor some performance metrics.
These can then be monitored / managed using HPSIM.
The repair agents is used if you have an issue with an agent, it can be used to redeploy the agents and configure them as required.
Failures could be sown to a number of things, incorrect credentials, incorrect OS.
You probably need to review a bit more of what HPSIM and the Agents are doing.
You can also browse to the SMH if agents have been installed directly - https://server:2381
