I cannot update system software using HPE Intelligent Provisioning software for the Firmware Update utility can't find theupdates server in HP.com

What's the new URL for updates server?

The best way to update a single server running Windows Server O.S is through the SPP loaded as localhost.

Here you can download the latest SPP for Gen9 servers:
