D2D4106fc -- System State = "Not Running"

I have an HP StorageWorks D2D4106fc unit that I'm having problems with.  Both the web page and iLO report the system state "not running" but all of the other indicators are green.  I've rebooted, waited days, but it's still stuck.  I've already tried creating VTLs and they're stuck in "creating" state.  I've looked at options in the iLO, SSH, and web but can't find a way to get it going again.
