hp procurve 5412 zl POE
LED Power in the switch trune clignote and i have this warning message in show loggin :
PD Denied power due to insufficient
power allocation
it's bad ?

need more info:
1)how many PD are connected
2) model/poe requirements of PDs
3) number of switch power supplies
4)"show power bri" output
5) show log -a
The message may indicate that there is not enough residual power available.

I have 173 PD connected
2) model/poe requirements of PDs
Cisco phone 6921 Poe Class 2
3) number of switch power supplies
I have 4 module power supplies
4)"show power bri" output
on attached doc
5) show log -a
on attached doc in the same doc

I've readed your outputs and "show power" and threshold warnings indicates that the switch is using almost all the power allocated per modules (all are on same priority) and only 12W are left to each one:
since by default on each port the switch try to allocate power to support even a class 0 when you connect the PD to the port there is not sufficent power available..
I suggest to force per port poe allocations by value:
int X poe-allocate-by value
or i think you should add and external power shelf.

I have 4 module POWER Suppli J8712A (875W Power supply) in the switch, and it's not sufficient.
There is the another r├Г┬йf├Г┬йrence power supplie, to use in the switch to avoid this problem?

as Jeff correcly says you could use an external shelf to have more available power for more PDs...or you could:
a) if you *KNOW* that those PD are *ALWAYS* on known class (i.e. class 2 = 3.84/6.49W range) force/limit power allocation PER PORT :
int X poe-allocate-by value
int X poe-value 7
By default the switch allocate PER CLASS and reserve power even for class 0 unrecognized devices
b) Change POE redundancy to n+1 or none instead of full redundancy
