erase all startup config yor switch
with
# erase startup-config
command
switch is reboot after connect console cable and assing ip address
# configure
(config)# vlan 1
(vlan-1)# ip address xxx.xxx.xxx.xxx xxx.xxx.xxx.xxx

I notice from your earlier post that
"ip default-gateway 0.0.0.0".
Can you check the ip route table to see what gateways are defined in the switch(192.36.51.39)? The command to view this is "show ip route".
If there are no proper gateway defined, then a good start to get the connectivity up between the problematic switch(192.36.51.39) and PCM server(192.36.54.142) is to define a proper route in the switch for network 192.36.54.* subnet (which contains PCM server).
This can be achieved by doing these:
#config
(config)#ip route 192.36.54.0 255.255.255.0
