Need to turn off dial tone detect on a ZT1130

Hp support says to turn off my dial tone alert so my laptop will begin working in a new city, I need to add a line to Extra Settings in my Phone and Modem Options under Printers and Other Hardware. I do not have these categories on mine using Windows XP. Can anyone tell me how to get my laptop to dial out to a phone line that has multiple beeps only and no dial tone?
